Is there a way to create a draggable image (png in this case) that relies only on CSS code that is in the body of the document? Not a Pop Up but an image that can be moved around the page.

I've created a DIV layer but I want that image to be movable by the viewer.

I think you're outta luck. You'll need javascript to accomplish this.

I'm curious, could the JS be embedded in the body of the thing?

If you mean embedded in the <body> tag of the page, then yes you can put <script> tags there, however, it is more common to place them between the <head> tags.
