Users are supposed to download document/excel/ppt/txt files by clicking on a hyperlink. If I use the file name as is (for ex: /files/health.doc), the file will open in the browser. However, I do not want it to open, instead I want the "save as" box to open, where the user can browse and save the file to his/her disk.

How can I do that?

May not help, but what I did for my clients was put in them in zip format which automatically turns into a download.

Ask your users to right click and save as
That should work
 
The Brower supports only HTML,and files that the browser can understood.
So if any file extension other than .htm/.html ,the browser automatically opens for save as dialouge box.
