If you are using ftp, you need to enable it before you can do file transfer to and from the server.
you can do this from the browser
or
you can do this from linux "sudo ftpserv on"
or
you can use scp without turning anything on.

The error you describe (timeout on file transfer) may be due to the S8720 nic settings , Duplex, not matched by the setting on the data switch. Or there could be an issue mid stream, router ACL etc. Try the service port directly to laptop.
