If you use a 3rd party TFTP server and point it to the Manager folder, it will downgrade. For what ever reason, the Manager app will not let it downgrade or atleast not for me.

There is a NoUser Source number to force upgrades to a specific firmware release:
SET_2454_VINTAGE=n - This will upgrade phones to release n
This would allow release 2 phones to run with IP Office R6

I was back in office...IPMVTel works really fine so there is no need to look for a 3rd party app for TFTP/HTTP/HTTPS.
I downgraded our spare IPO406V2 to 3.2.17 in which 5410 is R2 and 5420 is R4. IPMVTel services started and when connected new 5410s (Rel 5.0) they all downgraded to R2 w/o problem. I didnt have to even config turn_off.bat files.
This is an inherited 412 installation still with CCCV5 and customer looking for adding about 25 new 54xx phones so we will have to downgrade all new phones to Rel 2 or 4. There are several 46xx series phones at local site and remote sites that wont work with IPO Rel 4.2.23 (minimum i would like to upgrade to if not to R5!) including 2 46xx phones in US office.
yesterday the above downgrade didnt work bcoz i had several IPMVTel and Managers open in the LAN with different core versions...thats what i guess..
@intigrant, thanks for that tip...i will check that later although for this installation R6 is not on my mind..
