I have a door strike I am trying to control with the IPO.

this is a diagram of what I have x and a are the 24v power and y,b is the door strike. "Open here" is where I have the cable cut.

When I touch the leads together at the Open point the door strike opens. When I wire the leads to my headphone jack and plug into the IPO I get a constant always closed curcuit (open door with irritating buzz). I have tried the default *39, *40, and *41 with no luck. I have confirmed that I am on relay 1 by making contact on the headset jack tip.

You should not connect the door lock directly on the contacts of IP Office, these "relay" contacts are in fact transistor switches and the can be damaged if the current is too high.
Use a real relay between the IP Office and the door lock and let the IP Office swich the relay and use the relay contacts for the door lock.

There are three contacts in the mini jack, one common and two "relay" contacts wich can be switche to high or low impedance by a shortcode.
Use only a 12 to 24 DC power supply for the contacts. Connect the common part ( the contact farest from the top of the mini jack ) to - and one of the other contacts to the relay coil and the remaining wire of the realy coil to the +.
Now you can toggle the status of the relay or switch timed depending on the shortcode used.

Tech specs:
3.5mm Stereo Jack socket. Switching Capacity - 0.7A.
Maximum Voltage - 55V DC. On state resistance - 0.7.
Short circuit current - 1A. Reverse circuit current capacity - 1.4A

Do you have this working? I have the docmentation, but really need some coaching to get this going. They had an electrician install a relay but I am still missing something. The model is an MR-101 from "air products and controls, ltd" [dot]ap-c[dot]cc

What should I expect to see on a voltmeter if the IPO is working properly and I test the leads from the 3.5mm jack?
 
This a wiring diagram for a single relay hook-up using relay one. I have a hook-up for 2 relays also if you want it.
