don't want dhcp across subnets

Hello all,
Here's my situation. I have my existing subnets in building "A". 192.168.10.0 and 192.168.11.0. Using Foundry layer 3 switches. Building "B", new, is 192.168.21.0. Connected via a T-1 and Adtran routers. Building "B" has HP 2626 switches. The issue is that the .21 subnet is dishing out ip address to building "A". Building "A" has a dhcp server for the .10 and .11 subnets, and building "B" has a dhcp server for the .21 subnet. How to I keep the .21 server( all are win2k3) from handing out address across the T-1 to building "A"? I only want the .21 address to stay in building "B" and the .10 and .11's to stay in building "A".

Don't know much about the ADTran routers, but they are either configured for DHCP Relay, or are bridging some traffic.

Something else that seems strange is the DHCP clients should always accept the first response they get which should be the local DHCP server. Your problem suggests the remote DHCP server in Building B is responding faster than the DHCP server in Building A.
 
I checked and sure enough the adtran was set for DHCP relay. stopped that and so far it seems to have stopped. I agree that clients should get the first response from the local server. I thought it was weird that a server across town would respond first.
