Dont know where the problem comes

My pc is a pentium IV 2.4 Mhz with 512 mb memory. The prob is when i switch on the pc, i cannot get any display nor any beep sound. but i've noticed that when the pc is just switched on i can hear the power supply (350 watts) fan, but then it just stops for a few seconds and then starts again by itself. even when it starts again i still get a blank screen. the first time i got this i opened the case and checked all cables. after that it started correctly. but i got the same problem again. i did the same thing, that is, check all cables, but this time when i started the pc did boot but it got stuck on the Win XP loading acreen. had to reset the pc twice before i got it booting allright. WHere could be the problem? do i have a defective power supply? or is there some other problem?
 
Ok, The power supply is ok if you can boot the system. And if you hear the fan, and know there is power, than it is not the power supply. What you need to check is the memory. Do you have 2, 3... ram chips in? If more than one, Take 1 out and try running the system with just that 1 Ram chip, if everything seems to go well with that chip, swithch it out and try running the system with your other Ram chip. That should let you know which one is bad, if one is bad. I'm 95.5% postive that this is a Memory issue.

What is the brand/model of your motherboard?
Does the hard frive power up (spins) when you turn the system on?
Do the lights on the CD/DVD(s) blink?

i think it would be worth that i mention that the first time i opened the case n checked the cables, when i booted the pc, it went on fine. i used my pc for a few days before i got the problem again. N as i've said before, the power supply starts, then stops and then starts again. What causes this?

my mobo is an MSI 845PE. The hard drive spins allright and the Cd lights on ok.
 
The motherboard may be touching the bottom of the case or the case tray, or a riser is in the wrong place.

Check to see if the CPU fan is plugged in on the correct MB socket.

Check other obvious stuff, like th RAM not being pushed in all the way.
