Don't Enough Memory for Defrag

My neighbor has a PC that I have just put 128 meg of memory in which brings his total up to 196 meg of free memory with nothing running. When he tries to run Disk Defrag it tells him after sometime he gets a code that says:

Your Computer does not have enough free memory to degrag this drive.
ID No. DEFRAG009

The computer is a home built K-6 400 with now 196 meg of memory and its a 20.6 gig drive. Any ideas of how come this doesn't defrag with nothing running in the background?

ok, thats good.
I would suggest a few things from this point.
1. Use just the 128M chip in "bank 0"
2. Backup the HD-partition in FAT32-Format
3. Re-install a clean version of win98se.
4. Than add the other chip.

If you do all this and get the same thing, which I dought but you never now, then the only other thing that could be wrong is the mem chips. See if you can take them to your local PC Diagnosis and have them check the chips.
There is a device that will tell you all about them little buggers.
