Domain Power User cannot save display settings

We are running Win 2000 server Active Directory and Win XP clients as domain Power users.
The Power users cannot save their display settings. If they want resolution to be 800x600 , they can change the setting ,after when they log off and return and log back in the screen goes blank and resets to 1280x1024.
They can save any display setting if they have Administrator rights.

 
We are also having the same problem, users are trying to set their window to 800x600 and everytime they login it re-sets to 1280x1024. They are using Win 2003 server, Active Directory and Win XP Pro SP1.
 
Open notepad and copy/paste the below as settings.reg :

********* start copy/paste below this line
REGEDIT4

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=dword:00000000

********** end copy/paste above this line

Place this in the logon script with this line:
regedit /s settings.reg

It will take effect on the next reboot.
 
I would prefer to I.D. the problem and correct it, then create a logon script. Any ideas as to why it is occurring?
 
Power Users are a local group designed to support legacy maintenance chores. There permissions for desktop changes are no different than regular users.

In Group Policy, Computer Configuration, Windows Settings, Desktop, Active Desktop, you have a policy enabled to prevent user changes.


 
Correction, the policy object is in User Configuration, Administrative Templates, Dekstop
