I want to mass expire every user in my domains passwords within 90 days and I want a countdown notification starting 15 days before this happens.
 
I don't think Windows supports setting a password expiration date for every account. The number of days set in the password expiration option is relative to the last time the user changed their password.

I'm sure that you can do this using the Local Security Policy settings on your W2K server.

Go to START>Programs>Administrative Tools>Local Security Policy

Check the setting under Account Policies and Local Policies, you should find your answer there.
