Domain Controller cannot be located

Hi I am trying to join a NT Workstations to the network and get the above message, I can ping the domain controller,and other servers/pcs, the network card settings all seem correct, ipconfig shows an IP address, wins, dns, etc... what else can I do ?
I've uninstalled the network card, reinstalled it, put another network card in the machine, I dont want to have to rebuild it..
Any ideas?
Other pcs will join the domain on the same port as well.
 
If its an NT server, can you add the machine from the server using Server Manager?
 
Try manually adding the WINS IP Addresses into the IP configuration to see if that works.

If you have installed Internet Security or Zone Alarm or else, disable it.
