Domain Administrator doesn't have local admin rights?

My domain administrator account doesn't have local admin rights. When I try and run an app on the server, it tells me I don't have administrator rights. Does anyone know how to setup the domain admin account to also have local administrative rights?

Is this Domain Admin account in a different domain, then the machine that you are logging into?

On DC this is by default. On member servers you should add Domain Admins group to local Administrators group as on workstations.

This is on a DC. I've decided that using the "Run As" will work when trying to run an app.
