erm .. php 
Its all I ever use. More info on what you are trying to achieve always helps (e.g do you want just text or pretty graphs, csv files as output etc etc).

PHP and jpgraph and some surfing on the boards here should net you what you need if you have a time to learn it. Its like anything new, read the books, do the graft, reap the rewards.
oh and dont forget you'll need a webserver, apache should be fine
