Doesnt open DB but creates a .ldb file

Hello, I have been having trouble lately with opening access databases on my vista PC. When I open a database it dosnt open the DB it just creates .ldb file and then I cant open the DB. I then have to restart the PC to try again or do the Ctl/Alt/Delete to end the process. This doesnt happen everytime but its getting more frequent. It also does this when trying to open using the shift key. Any sugestions? Thanks!

I read abot the Jet 4.0 and Vista comes with it and in the downloads section there is nothing for Vista and it says it has an older version.
