Does the RLBK command in LD 60 provide a loop toward the telco

Having an issue with a PRI circuit and trying to put up a loop toward the CO. Is the RLBK 19 the proper command for this. This circuit is part of a 3 PRI trunk group. There is a primary Dchannel on loop 3 and a backup DChannel on loop 50. Loop 19 doesn't have a dchannel but is associated with the other 2 circuits. This was up and running for years but now loop 19 will not come up. We have put up a hard loop on the able toward the PRI card and the RED alarm goes away so I think our card is ok looking for a way to loop back towrad the CO.

 
Yes, the RLBK x command will provide a loopback toward the telco.
Disable your loop. DISL 19
Activate loopback. RLBK 19
Don't forget to turn off the loopback when finished. DLBK 19

When your loop is disabled you can also self test with SLFT 19
You can also check to see if telco has a loopback with RMST 19
