Does Sharepoint version by delta or entire doc copy?

This is one of the first critiques I receive from people opposing SharePoint as a document management system. They say it does not manage versions correctly. It stores entire documents per version which makes the storage grow very quickly.
Is this true? Any suggestions to overcome this?

I also read in some documentation (book or TechNet) that it stores complete documents per version but I can't find the statement at this point for ref. You can do some configuration for saving only major versions and how many majors and minors it saves to lessen the impact on storage space but that is about it as far as I know.
 
A vendor gave a presentation to my workgroup. He noted that it does store a whole new copy of the file.

Good thing 1TB drives are under $200.
