(b) Go to a bookshop, and buy a book on Introductory Microsoft Access. Lots of material available, so browse around and choose something that you're comfortable with.

The manuals that came with my old copy of Access were 1300 pages long. You can't learn Access by glancing at a few notes. It's a big piece of software.
