Do you need any sort of licensing installed if you don’t use TS

Is it required to activate the licensing service on a 2003 server if you dont plan on running terminal services?
 
No.

You only need to install the TS licensing service if you add application mode terminal services.

The built-in remote desktop on a 2003 server is classed as TS admin mode and doesn't need the full TS installed.

Did you need any sort of licensing for like active directory users or file servers?
 
you have the licensing built in

we recommend to disable the license logging service

this service will no longer exist in longhorn

just keep your pieces of papers with your license count on them...
