Do I need to buy license for each user?

I have developed an ASP application which uses the CR 8.5 Pro edition. The application and Crystal reports reside on the web server only. Users access the reports via that ASP application.I still need to put two Crystal Report files (CRYSTL32.OCX, CRPE32.DLL) on the user's machine.
Do I need extra licenses for each user to put those two files on their machines?

They're both part of the free runtime - see the help file. Whether or not you need a broadcast license depends upon how you publish the reports.

If they are running the reports via ASP you shouldn't need anyting on the client. The report should be run on the server. The limitation with CR v8.x is that you can only have 5 concurrent users per the license.

I appreciate both of you. It helped me lot.

Yes, we are using ASP. But if we do not put those files on client's machine. The reports will not be displayed and they will also get some error messages.
Are we missing something?

I think you need CR 8.5 Developer to do ASP programming.

With Professional you would need to install Crystal Enterprise, which doesn't work with ASP, but uses a variation called CSP.
