DNS on Windows 2003 Server not using forwarder

I have an internal DNS Server on Windows 2003 Server and it is set to forward internal DNS request to a DNS Server in my DMZ which is the public DNS server.

I have the internal DNS server to use the forwarder, and the root hints(Public ones) have all been deleted and the dns.cache file deleted.

Why is this still using the Public Root hints and not the forwarder that I have put in the DNS Admin for it to use.

Am I missing something on the basic setup?

What makes you think it is still using the root hints?
Under forwarders tab if you check "do not use recursion" then it will only use the forwarders and not the root hints. It will still cache it queries though for quicker lookups for the next person that goes to that same web site.
