DND on Busy with DID

I've run into this before on Norstars and am not sure if there has been a solution for it since, but if someone has one please let me know.

Here's the problem:

Customer has a BCM 50 running 3.0 with the most current patches installed. They use a PRI with DID. Recently they asked to have DND on Busy configured for individual phones so that a second call to their DID numbers will blink in on their line key and then go to that users VM box after 4 rings. The problem is that the second call to a given user's DID rings busy to the caller.

The target lines are configured with prime set being the extension to which it is assiged. Each phone has 2 ringing appearances of its DID. They use T7316e phone sets.

You can take a look at the configuration of the Target Lines, and it says if busy set it up to DND or whichever you want to use.
