Is there a way for the receiving party on in house calls to see a general department phone number, even if that number isn't programmed on the sending phone.

You could program up a new entry in the CLID table and then set the outgoing extension number to use that table entry.

That works great for outbound calls outside the PBX but inhouse calls show the programmed DN.

Thats what I was thinking. Maybe the only option.

Easy. Let's say your real extension is 2345 and your CPND is Chuck Roast. You wish you could display "4357 Chuck Roast"

Set CLS DDGD - this blocks your DN from displaying, but allows your name to display.

Now change the CPND of 2345 to this: "4357 Chuck Roast"

Call someone and they will see only "4357 Chuck Roast"
