Diversion to IVR on extension

Hi,
How can I have digital extensions to be diverted to an IVR system on a route? When using CDCOI or CDINI it works only internally. When the call come from the PSTN connection there is a tone ( I think congestion ). If I change the divertion position to a normal extension it works with public calls also. I have also tried to a GH group which is diverted to the IVR but it does not work either.
