Distribution Lists Modifications for one-time e-mails

Is there a way in Exchange 2000, to have an Outlook client modify the recipients in a Global Distribution List, which they aren't an owner of. The reason for this question is:
1. We have a user who is on, and must be on, a particular Global Distribution list.
2. The user does not want to be included in all e-mails that are sent to that particular DL.
3. It has been suggested that when there is an e-mail that needs to be sent to this group in general, but that is deemed irrelevant to this one particular user, that we remove that user from the DL temporarily, so that the user will not be bothered.

Any suggestions, outside of creating a duplicate group minus the user, would be helpful.
 
One cannot do what you're after the way you're trying to do it.

May I suggest that you remove this user permanently from the distribution group in question, then create a second distribtuion group that has as members the first distribution group and the user in question. Name each group something reasonably descriptive such as "List Without User Who Doesn't Want To Be Bothered" and "List With User".

By putting the smaller group in the second group you can make mods to just one group as needed without having to mod the second group.

I appreciate the reply. I understand your answer, but I was just wondering if there was a way to modify a distribution list for individual e-mails, without having the modifications stick once the e-mail was sent. I did not want to have to make additional groups which include or exclude our complaintant, but apparently it cannot be done.
