Distorted Pictures

Hello, im using publisher to design a website. everytime i insert a picture and try to remove the white background with Set Transparent Color, and then preview the website, the picture is fuzzy with dots.Same thing happens when i create a text or image from powerpoint then copy and paste to publisher.
Can anyone please help.

Could you remove the white background from the photo in some other software ? it sounds as though making the photo 'transparent' is causing the problem you're describing.

I'm not sure if it's that or the way that Publisher converts the file to a website.
