Display tif file

How do I Open and display a tif file? OleLoadPicturePath seems to work for everything but tiffs. It seems I could have IE display it. However I'm looking for the best way to do it, since I'm going to have to translate mouse movement into pixel displacement (unless there is a better way to do it) and if possible, find the pixel intensity at the mouse position.

I believe the ijl (intel jpeg library) can interpret tif files. It is free to download. A search on the web should find it for you.
