You need 3rd party software that bacisally modifies the NT kernel and NTFS file system. Not something I would recommend on a production server without a LOT of testing. Storage Central is the one to go for. I've heard of problems with Quota Server, and its user interface is awful. Microsoft themselves use StorageCeNTral which is broken up into Disk Advisor for storage reporting and Quota Advisor which enables quota enforcement.
