Discovering xx.xx.xx.xx , extension error

I have a few IP phones (9608, 5621) that I cannot log in to. When I boot up the 9608 IP phone and try to log in it says " Discovering xx.xx.xx.xx, authentication error". When I try to log into the 5621 IP phone I get an "extension error". I don't understand what is going on with the phones. We have H323 auto-create extn checked off on voip under system. I have tried to create a test extension/user and no go.

Any help is appreciated.
 
I am able to ping the phones without any issues, but it seems that the system doesn't accept the login codes.
 
Yes. I figured out what the problem was. I didn't have a base extension setup. I didn't think that was the case because the phones were working just fine.
