Is there any way without using a firewall to disable IE ?

Any registry settings for example ?

Yeah, either un-install I.E. or set the browser that you are wanting to use as your default web browser.

what you can do is setup a password on the content advisor, that way you don't have to uninstall any of it at all.
 
Content advisor is the answer I was looking for,
