Disable trigger locally in pl sql procedure

hi

can i disable trigger locally in plsql procedure or function .
Because I have table with over then x millions of records and I well update, insert … multi record and its unnecessary that this trigger is active, but the problem when anther user access in this table at this time it can update them with not any trigger control !!!!??
How can I resolve this problem?

but the probleme that this table is used by many users and the trigger wel be execute.
