Disable shutdown but enable reboot

There is a PC I need to keep on at night and keep having users turn it off (they must miss the big sign that says "Do Not Turn Off"). I have successfully removed the option for them to shutdown using the local security policy, however it also removed the option to restart. I would like them to be able to restart, just not shutdown. Is this possible?

mpnut, I was creating another AD file on another server and while doing so, made changes to the gpo. Well in doing so it make huge changes to my network. Most of the problems has been fix, but I have one that is giving me a headache. Some of my users do not have the option to restart or shutdown the client system from the Shut down window. They are running Win 2K.
Do you have any clue what need to be done to resolve this?
 
The only place I know to disable/enable shutdown authority is in Control Panel > Administrative Tools > Local Security Policy. Then, under Local Policies > User Rights Assignment look at the "Shut down the system" and see what groups have authority. Then just add/delete as needed.
