Disable/Remove "SETTINGS" Icon from HOME Screen

I'm trying to find a way to either remove the SETTINGS icon from the Home screen on my 9641G desk phones, or password-protect it. Can this be done via the 46xxsettings.txt file, or otherwise?

Look at the OPSTAT parameter in the 46xxsettings.txt file.
