Disable Productivity control

I wonder if anyone can please help. I have just reviced an e-mail from a friend who lives miles away who asks...

"Am having problem with my anti virus programme. When I start system a Productivity control list activates and I cant work out how to disable it. Any solutions?"

As I do not use this programme and never had I have no idea.

Any ideas please.
