There's a way to hide the menubar, and a way to hide the toolbars, but there's no way to stop your user from pressing CTRL-P to print the report.
You can make a form that looks like the report, and make everything on the form "form view only" so it won't print if they try to. The only way around this is to take a screenshot of the screen (Print Screen button) and paste it into MS Paint or whatever.
But if they can view the data on their screen, there shouldn't be any problem with them printing a hard copy out...
...just try and think of a better way to get around this problem. To use a totally non-computer example, our Risk Management rep said that the incident report forms were printed on (dark) blue paper so that they couldn't be photocopied.
