Disable Mouse Down / Disable Wheel Down on Form

Is there a way to disable the mouse from scrolling to the next record on a form that is based on a query.
My form opens up and displays the record that I need to see. However if I use my mouse wheel I can scroll to a blank record.
This is confusing for my techs in my lab and they sometimes try to enter data into the next record and it causes problems. Is there a way that when the form is open/which is based on a query... that it will show only the record queried and not any blank record. Or disable the wheel so that if the tech does scroll down the form doesn't change records.

Any help and/or input is greatly appreciated.

Hm - perhaps also just set the allowadditions property of the form to No could work in this case too?
