Disable background change

How can prevent users from changing the Desktop background. They keep on changin it with some unwanted images(I guess for me).

I have tried the NoActiveDesktopChanges reghack but still the same.

Could it be that reason is the user is logging to the Domain Controller and it is using the policy from the domain controller?

Try This.

In Default Domain Policy or in other GPO that you use for an Organizational Unit : "Disable changing wallpaper" (in User Configuration\Administrative Templates\Control Panel\Display) policies.
