DISA without authorisation code fails

I made ASPAC:pARNUM=184,PARVAL=3, because customer wants DISA without authorisation code. They want to dial extensions in MD110.

With PARVAL=3, DISA works OK with authorisation codes (both common and individual), but does not work without authorisation code.
I receive DISA dial tone, but when I dial extension number, I receive busy tone.

Same thing happens on digital trunks (DISA number can be accessed by DDI) and on analog trunks (DISA number is day/night destination for the trunk)

System is BC11 SP10. DISA license exists.
....I know that this feature works in BC9.....

I found the answer.....
The minimum category EXCCS:CATTYP=1 was not set.

Just a point to watch with Disa, set it up so that through calls can't dial outside lines if this is a requirement set your toll cat to local calls only. and monitor the circuit with your call accounting on a regular basis (daily) othwise if somebody gets that number you get the BILL. I have one set so that it can only dial extensions & ABB's all outside numbers mostly cell phones have a speed dial number. I also change the DDI number every so often.

I am aware of ways in which DISA can be misused. But, in this particular case there is no need to worry, because DISA is on a tie-line, connected to CISCO VoIP. Exchanges on both sides have strict categories to prevent misuse.
Anyway, it was good to hear your point of view.
