I have found many companies that provide this service for a fee. Is there any freeware/shareware out there? A program called "digital image recovery" was free, but it was bought out and is now charged for.

Have used a removable/digital media recovery software - BadCopy Pro for one of our clients. It works well for digital media lost and deleted images and photos recovery. You may find it by a search on google.
