Digital Dining Credit Card Processor Change

Can someone give me some in site on to why a digital dining dealer would charge $1100.00 for a processor charge or if there is a way for us to do it. I come from a aloha back ground and can do a processes change in about 10 minutes. What I'm I missing here?

This is the way they control the transferring of software. A new unlock code is needed so you can't just change it yourself. That price sounds rather high, although I do not know what Digital Dining actually charges the dealer to do this.
