Digital Card red alarm

I encountered problem when I insert a Digital Line Card (NT8D02GA) in any slot of an Option 11C PBX, the red light in card does not go away even if it says in stat that is already enabled and the units are all idle. If you phones connected to it, all them have no dial tone.

I am also getting the error code:

ERR5115
ERR5112

both says that an overload condition has been detected but the card will enable itself in 30 seconds or else replace the card. i had replaced the card but i am still getting the same response.

the scenario is in a laboratory and i have just used a software database that an old customer previously used and i am just trying to test some digital phones but the digital card is not working but was working before when we had our own software database.
 
This is a replacement card? Or a new installation? Generally, the light will stay on until a set is programmed on the card.
 
it is not a new installation nor a replacement card. card had been working before but was using a different customer database. i used a different flash card with another customer's database in it and brought up the system. sets had already been programmed on the cards.
 
prt a tnb from that card, might have hasd analog phones or trunks programed there.. other wise sounds like a bad card. try ld 32 disc x on the card and swapping it with a known good..
