We have numerous 1000E's and M's networked together via VOIP trunking. Is there any way to force our users, when they dial a specific DID our switch, to route that call over our voip trunks to the maching 6 digit local instead of going out over pstn

 
Yes... but explaining it in a short post here won't give you all the info you need without some information on your end. How are you currently calling phones on the other PBX's without going over the PSTN? Do you have sufficient IP trunks between PBX's to handle current call volume between switches?
 
You can manipulate the call in LD 86 RDB. You can delete what they dialled and send the call to where you want using Digit Manipulation Index.
 
just add in LDID's (Points to a DMI) to you PSTN Routing in LD 90 that deletes the leading digits and adds a prefix if need so number is as you would dial it locally.

Or if you want to do the routing with PSTN overflow add them in as ARRN's (Points to an RLI) first choice IP second choice PSTN with DMI 0.
 
Im getting err codes when trying(esn 115 it in Ld 90 or ld 86. If the full number callers are dialing is 9,604 806-9698 and its matching 6 digit local is 779698. Should it be programmed as a type=SPN or NPA
 
I am from the UK so we use SPN for every thing but I Guess you have an NPA of 604 so you should be able to add an LDID or ARRN of 80696

For LDID 80696
DMI delete 6 Insert 77 Type CDP (If you are using CDP for this)

For ARRN 80696
RLI first choice Virtual Trunk, DMI delete 6 Insert 77 Type CDP
second choice PSTN DMI 0
