Weird question. I am working with a weird configuration though. We have analog extensions from our PBX being extended out to remote locations via our own microwave network and Cisco dial-peers(FXO/FXS router ports). So the problem is that these extensions are treated no differently than our local numbers when 911 is dialed. We'd like to have those extensions be able to hit the correct 911 center for their actual location. I've thought about it a while and I think it's probably impossible to do without having a local trunk at each site. But I just thought I'd see if anyone has any thoughts. thanks

As far as I know, what you're looking for is not possible in your current configuration. You might look at some E911 vendors to see if they have any solutions. My guess is that you cannot do it, but that's only a guess.
