Different Network IP's/ How to make them work together?

I have done everything I know to do.
The situation is as below..
Network 1 -192.168.0.x netmask 255.255.255.0 ALL STATIC
Network 2 -161.33.128.x netmask 255.255.255.0 ALL STATIC
Network 3 -10.98.4.x netmask 255.255.255.0 -STATIC
Network 4 207.4.238.x netmask 255.255.255.0 -DHCP NOVELL
Equipment On Site:
Network 1&2: Netgear FSM726S x2. (Network 2 connects through Fiber and runs into the above switches).
Network 3: Cisco PIX Firewall-supplies our T-1. Can not change any configuration of device.
Network 4: Fiber link to remote office. They are hooking into the converter via Cisco 2950 Series Switch. They also use a Novell network that is connected to the state.

I need all these to talk to each other. Such things as to share documents, etc. We have NO Server. Networks 1 and 2 and 3 are pretty much set in stone. Network 4 only needs to access info from Network 2.
Right now, the 10.98.4 network supplies Networks 1 and 2 with T-1 access via a couple IPCop boxes. The problem is now I need all these to come together. And in addition to that, I have to bring two more buildings into the fold.
As it stands, I can't change Network 1 or 2 at all. The tax and finance information is on those two. BUT.. Networks 3 and 4 want access to network 2.
Please, someone.. anyone.. Tell me what to do.. I'm about to lose my mind over this. I've tried a Linksys router and it will simply not let two different IP's communicate. I set up a static route and configured the Linksys as ROUTER and still could not get it going.
Like mentioned, we must keep the 192.168.0.x network and 161.33.128.x network intact as-is. And really don't have much of a choice on the 10.98.4 either as it is a Cisco Firewall and is remotely administered only by our ISP provider. The #4 network is a remote location that I just had some fiber optic ran to. Network 4 has its own T-1 and runs a Novell network linked to the state, so really changing their ip scheme is out too.
Being a one man IT/Computer Support Department for a local county government in a small town has been tough on me. Funds are just not there, and that is why I have used so many "band aids". I have been here for a little over a year now, and when I hit the door these folks were on dialup. I still have two more buildings to connect to the T-1. One is actually using the T-1 now but I had to use a Linksys Router and NAT their side so they could hit the T-1 via my IPCop box on the 192.168.0.x network.
Even if you don't have a solution, please look at this and tell me if this is really a screwed up mess or just my imagination?
I will appreciate anyone who replies to this and helps me solve this problem of all these different IP networks not being able to communicate between each other. I've had other people look at this situation and they can not make it work either.
 
Wow it really is a screwed up mess. Step #1 would be to beg borrow or steal a machine on each subnet to be a SERVER. Were it me I would INSIST on a server in each subnet for all users on that subnet to share local files. Even a linux solution on a pentium I would be better than net#1 having to know that docs are on Jenny's computer and spreadsheets on Bob's times x requirements raised to the 4th power for each subnet. The word cluster comes to mind. I have no experience w/ IPcop but it sounds like you have two goals, Share the one T1 between 4 separate subnets and get cross subnet file access. This will never happen in any kind of real way without server(s). You could try this solution on an old machine ( )with 4 NICs to join the subnets. Once they are talking then proper setup of the default gateway's on the boxes in each subnet will get internet to all and cross subnet access but if you dont have a single data storage and backup point for each subnet, all your work will be pointless because Jenny or Bob is going to loose a hard drive or get a virus or any of a million other things and the only thing the subnets will share is air.
