What would make two difference exchanges call the same DN ? Like 324-1234 & 315-1234

I'm assuming you're using 7 digit DN on your phones and the telco is configure to send 7 or you're using the IDC table to terminate the call? If yes, then it's not possible. If you're using 4 digit and telco is sending 4 digit, then yes it's possible.

Yes, it's been known over this side of the pond to have lines from different exchanges terminate on the same DN. There are a number of ways to do it but it's mainly via IDC tables doing the work. Also you could have more than one phone system in each exchange area that is linked together allowing them to call the same DN.
