Different area code caller cannot dial into toll free #

We have a call centre set up with a toll free number. However it seems that customers from area code 604 cannot use the toll free number. All other out-of-area customers can use the toll free number successfully.

What am I looking for?

maxg and sjforcum are correct. Ask your 800# provider if there are any area codes that have been blocked from calling this number. You can have area code restrictions placed on toll free numbers and this sounds like what has happened to this one.
 
You may not realize this, but ac 604 is in Canada. If you are in the USA, you would need to have your carrier program the 800 # to allow calls in from Canada.
 
We are in Ontario and Bell Canada tested the line from the 604 area code and it seems that it could be the customer's phone carrier.

I too, have run into the situation you describe- where certain Canadian callers to our toll-free numbers were unable to call in using that number--even though the number was configured for Canadian toll-free access. Tracking them down is a real problem as is getting hold of the correct resource within the Canadian telco that is blocking the call. Best of luck,
