I've got sendmail:* in my hosts.allow. Why is it rejecting mail from almost every other host?

The hosts.allow file is for services that are started through inetd or xinetd. What you need to do is setup sendmail for relaying. You should edit the /etc/mail/access file to include the hosts and whether or not to relay or reject.
 
Turned out to be the difference between:

sendmail:*
and
sendmail:ALL

The latter works, the former does not.
