DID/line assignments on norstar with 7310- What did I forget?

I know I am forgetting something, and it's been a while. I have a Norstar system and am trying to set a phone on an internal extension to receive calls coming in from a DID. I went in to Terminals and Sets, and made sure that the line was assigned to the extension. I went into lines, and made sure the set was assigned the extension. What did I miss? To make this easier, I am trying to have it so that dialing xxx-xxx-6543 rings set #543. I have double-checked the line settings to make sure they match known-good lines, and the set settings match known-good sets. I have done this some time in the past, and cannot figure out what I have missed. If it helps, the set is 543, and the line is 179... Any ideas?

IIRC< I set the receive digits to 6543.... unless you mean the number of digits received, which is 4 (telco sends 3, but other working phones use 4)
 
The call goes to the front desk- the extension does not ring at all.
 
At this point, I have the correct appearances and rings set. I might be having a phone problem (i.e. the handset itself might be bad?). I copied a set that worked correctly, copied a line that worked correctly, assigned the line to the set... and still no joy. I did however discover a rats' nest of assignments, redirects, misnamed items, and other issues. I think I'll get a real expert in to make this work and document the system to get this straightened out.
 
in programming make line 179 private to ext 543. then try again.This will remove every occurence of line 179 except to ext you assigned.
