DID Issue

We are currently running IPO 9.1.10_192 with 9641GS phones. I have an issue with 1 specific DID out of over 100. I set up the DID just like every other one, however, when I dial it, the call doesn't ring the extension set up in the destination, instead it plays a welcome to Avaya message and asks for an extension and passcode. Dialing the destination extension internally works fine. I can't figure out what is different about this DID that is causing the call not to go through.

Any help is appreciated.

you do have an incoming call route built for this one did right?
 
Yes, it is set up the same as all the others except with a different destination, and it doesn't matter which destination I set, it always goes to the "Welcome to Avaya" message.
 
Thank you for your time and suggestion. The extension is recycled and the trace showed the destination as the previous user's voice mailbox. I changed the destination a couple of times and it finally started working with test destinations, then when I set it to the new user's extension (the recycled extension), it was working. I guess it just needed additional time to process the user updates.
