Dialup Outlook Sync To Exchange

I Can't seem to find an answer to this so I'll post.

I'm trying to setup a laptop's Outlook 2002 so that it sync's up with our servers Exchange 2000. I have it set to dialup when ever a network connection isn't present, and offline folders have been created and sync'ed at least once. When I use the laptop on a dialup line I can't seem to get the thing to sync and I don't have anything under the public folders. Does anyone know what I'm forgetting to do?

Are you getting error messages?

How do you know it's not synching?

Is mail delivered to the hard drive or inbox on the exchange server?

Are the OST files on the hard drive or on a network share?

Sorry--may sound like dumb Qs, but you might want to check.
 
Yeah I'm getting an error that says I can't sync with exchange and that the server is not available. The knowledge base says to just reopen outlook and hit F9 again to try and sync.

Mail is delivered to the exchange inbox and not downloaded to the laptop

And this may sound dumb but I don't know what you mean by OST files. Outlook S T ??
