Similar, but not the same. IGAR sends signalling traffic over the IP network, but voice over the PSTN (when bandwidth between regions can't support VoIP). DPT just sends the call over the PSTN, without the IP signalling connection (when an LSP site is isolated from the rest of the system). They both use the same configuration.
and the dial plan transparency is meant to make it look like the system is dialling extension to extension and not over PSTN (hench the label) this makes users feel like they always use an internal call no matter what.
